Proposta: più aiuto internazionale in telelavoro

Why international agencies like the World Bank and the European Union do not apply the telework techniques to many of their missions in the developing countries? In many cases, once the working group has been established, a big part of the project could be carried out without costly trips, expensive in terms of travel allowances and CO2 emissions. The capitals of the new countries have by now adequate connections, but investing in telework structures is not considered a priority by the international donors. C’è un gran viaggiare nei paesi in via di sviluppo di consulenti pagati dalle organizzazioni internazionali. In realtà si tratta di schemi organizzativi in molti casi superati, perché buona parte dello sviluppo dei progetti potrebbe essere portato avanti in telelavoro, risparmiando almeno il 50 per cento dei costi, riducendo i viaggi aerei e le emissioni dannose, e anche assicurando più continuità nei risultati e più responsabilità ai funzionari locali. Beyond Gdp, ambientalisti ed economisti a confronto

The “Beyond Gdp” meeting in Brussels put together environmentalists and economists on the concept of sustainable development and the ways to measure it. The old Gross domestic product is not perfect, but instead of quarreling ideologically around it, it is much better to work together researching new measures of the human progress. But the task will not be easy: it requires acceptance by the politicians and capacity to use the new indicators for better policies. Il convegno “Beyond Gdp” (Oltre il Pil) a Bruxelles ha messo a confronto ambientalisti ed economisti, facendo registrare, forse per la prima volta, una certa convergenza sul concetto di sviluppo sostenibile e sulle modalità per misurarlo. E’ un progresso importante, ma ci vorrà tempo prima che i nuovi indicatori siano effettivamente condivisi e usati per promuovere politiche più efficaci. Read more…
Come nasce la statistica del 21° secolo

The bi-monthly magazine East, Europe and Asia STrategies published my article in Italian and English about the Istanbul Conference on “Measuring and Fostering the Progress of Societies” which took place in June. Shall we see The Gross National Happiness replace the Gross Domestic Product as main indicator of the well being of a country, as in Buthan? I don’t think so. But from this field of research we can expect to witness the birth of the new statistical system of the 21st century ond of new world goals which will replace the Millennium Development Goals (Mdg). Il bimestrale East ha pubblicato il mio lungo articolo in italiano e in inglese sulla Conferenza di Istanbul promossa dall’Ocse nel giugno scorso per migliorare i criteri di misurazione del progresso umano. La Stampa di Torino ha anche cortesemente anticipato alcuni brani del mio lavoro. Il Pil sarà rimpiazzato da un indice di felicità, come in Buthan? Personalmente non lo credo. Però sono convinto che da questa ricerca nascerà la statistica del 21° secolo e che a livello internazionale ne scaturiranno nuovi obiettivi condivisi che sostituiranno gli Obiettivi del Millennio. Che fare in quei quindici anni?

Facciamo un po’ di conti. Attualmente la speranza di vita alla nascita, in Italia, è di circa 80 anni, nella media tra i 77 degli uomini e gli 83 delle donne, e aumenta di circa un anno ogni cinque. Ma chi oggi ha già 60 anni può aspettarsi una vita residua di circa 23 anni, di cui una ventina in buona salute. Read more…

Don’t throw your compass into the sea

Is the Gdp (Gross domestic product) a correct way to measure the progress of a nation? The problem is well known to statisticians and economists, with controversies that you can read in wikipedia and in many papers. Even the United Nations through its agency Undp, has launched a few years ago a new indicator, the Human Development Index, which takes into consideration not only the economic wealth, but also education and life expectancy.
