Proposta: più aiuto internazionale in telelavoro

Why international agencies like the World Bank and the European Union do not apply the telework techniques to many of their missions in the developing countries? In many cases, once the working group has been established, a big part of the project could be carried out without costly trips, expensive in terms of travel allowances and CO2 emissions. The capitals of the new countries have by now adequate connections, but investing in telework structures is not considered a priority by the international donors. C’è un gran viaggiare nei paesi in via di sviluppo di consulenti pagati dalle organizzazioni internazionali. In realtà si tratta di schemi organizzativi in molti casi superati, perché buona parte dello sviluppo dei progetti potrebbe essere portato avanti in telelavoro, risparmiando almeno il 50 per cento dei costi, riducendo i viaggi aerei e le emissioni dannose, e anche assicurando più continuità nei risultati e più responsabilità ai funzionari locali. La grande sfida della governance mondiale

We will not have a world government in the near future, but we can’t survive without a global governance: these are my conclusions after having been in charge of the journalists’ desk of the World Energy Congress, going through all the speeches and debates to produce with my team a hundred of press releases. We need global governance for a secure flow of oil, gas and electricity between different countries, for reducing the international speculation on energy prices, for the use of nuclear energy, for drafting a post Kyoto agreement acceptable to all and really useful for curbing the CO2 emissions, for all the consequences of the climate change. We need leaders with vision and courage and a great pressure from public opinion. Nel futuro prossimo non ci sarà un governo mondiale, ma non possiamo sopravvivere senza un quadro di accordi e di istituzioni che garantiscano una gestione condivisa dei grandi temi dell’energia e dell’ambiente. Sono arrivato a queste conclusioni dopo aver gestito il desk per giornalisti del World Energy Congress, lavorando su tutti gli interventi e i dibattiti. La governance globale è indispensabile per garantire la sicurezza degli approvvigionamenti, il contenimento delle speculazioni sui prezzi dell’energia, la crescita sicura del nucleare, un dopo Kyoto accettabile da tutti e davvero efficace nella riduzione delle emissioni di anidride carbonica, la gestione delle conseguenze inevitabili di cambiamenti di clima. Uno strano Paese con una gran voglia d’Europa

My impressions after a few days spent in Kosovo, for an international mission in support of their future census. The local people are friendly and willing to live a “normal” life, but everybody knows that after the 10th of December (when the government led by the Albanian majority might proclaim Kosovo’s unilateral independence) the situation between the different ethnic groups could become again very dangerous. Even if this crucial date will someway be dealt with, Kosovo will have very difficult economic problems because the long standing international missions operating in the country have not started a development mechanism. As many others, I think that the only solution can come from a strong European action replacing the United nations in leading Kosovo out of the crisis. But without a Ue’s common vision and willingness to pay the costs of development in exchange for peace the Balkan situation will remain a mess. La gente ha una gran voglia di normalità e sembra strano che il 10 dicembre (quando il governo a maggioranza albanese potrebbe autoproclamare l’indipendenza del Paese) possa esserci il rischio di una ripresa dei conflitti armati. In ogni caso il drammatico problema del Kossovo è la mancanza di un meccanismo autonomo di sviluppo economico, perché questi anni d’intervento internazionale hanno drogato l’economia, senza però lasciare risultati permanenti. Sono convinto che l’unica speranza per il futuro sia una più forte azione dell’Europa Unita, che deve prendersi le sue responsabilità politiche ed economiche per una definitiva sistemazione dei Balcani. Come nasce la statistica del 21° secolo

The bi-monthly magazine East, Europe and Asia STrategies published my article in Italian and English about the Istanbul Conference on “Measuring and Fostering the Progress of Societies” which took place in June. Shall we see The Gross National Happiness replace the Gross Domestic Product as main indicator of the well being of a country, as in Buthan? I don’t think so. But from this field of research we can expect to witness the birth of the new statistical system of the 21st century ond of new world goals which will replace the Millennium Development Goals (Mdg). Il bimestrale East ha pubblicato il mio lungo articolo in italiano e in inglese sulla Conferenza di Istanbul promossa dall’Ocse nel giugno scorso per migliorare i criteri di misurazione del progresso umano. La Stampa di Torino ha anche cortesemente anticipato alcuni brani del mio lavoro. Il Pil sarà rimpiazzato da un indice di felicità, come in Buthan? Personalmente non lo credo. Però sono convinto che da questa ricerca nascerà la statistica del 21° secolo e che a livello internazionale ne scaturiranno nuovi obiettivi condivisi che sostituiranno gli Obiettivi del Millennio. Da dove andiamo a incominciare?

Seen from Italy, all the traditional political instruments look crumbling. The United Nations cannot be reformed and cannot cope with the worst crises, the European Union is paralyzed after its enlargement and should start anew from a smaller group of nations, in this country the unity between a North and a South that are more and more different is difficult to maintain by a government who is loosing its credibility. Something should be done at all levels, to promote effective political institutions. But where do we start from? I see only one answer: from the network of people of good will who have the opportunity of talking to each other through the Net e who form a global public opinion.
