Apocalittici e impiegati

Nowadays it’s difficult to find somebody who believes in a revolution that will put an end to the capitalistic system. However, many people think that the actual global system will collapse, because it’s not able to cope with the problems of the 21st century. This apocalyptic scenario is a nightmare and not a dream, because it would mean terrible conditions of life, much worse than today, for billions of people. But the economic, energy and environmental problems are so serious that we cannot take for granted the views of people who tell us that everything is under control. Between apocalypse and unjustified optimism, there is just a narrow road of governance and critical analysis. Nessuna persona di buon senso oggi crede in una rivoluzione che abbatta il sistema capitalistico, ma molti sono convinti che il capitalismo non sia in grado di risolvere i problemi economici, energetici e ambientali del 21° secolo. In realtà un collasso del sistema peggiorerebbe le condizioni di vita di miliardi di persone. D’altra parte, non possiamo accettare in modo acritico le professioni di fede di chi ci dice che tutto è sotto controllo. Viva la democrazia! Sì, ma quale?

How do we imagine democracy in the 21st century? I don’t think that the system of electing political representatives for four or five years, as envisaged two hundred years ago, is still satisfactory for the citizens of modern states. On the other hand the forms of direct participation, now technically possible through the Net, are very dangerous because the majority is uninformed and tends to decide without considering all the aspects of each issue. Other systems are under trial: “democracy by ballot” (a group of citizens is chosen to get informed and decide on each issue), “democracy by media”, mobilizing people through television or internet, or “primary voting” on very general issues, just to confirm a ruling class that has already been selected. Each system has its own defects. Probably the only possible, even if partial, answer is democracy through the multiplication of local initiatives offering to the citizens a place to debate, as once it happened in the party meetings. It’s a process just starting in Italy, but the demand for participation is high. Come c’immaginiamo la democrazia nel 21° secolo? Certamente la gente non si accontenta più di esprimere la propria partecipazione alle scelte collettive attraverso un voto ogni quattro o cinque anni. D’altra parte la democrazia diretta, oggi tecnicamente possibile grazie alla rete, sarebbe un disastro perché gran parte dei cittadini non sono e non vogliono essere adeguatamente informati. E allora? Sono in corso esperimenti interessanti di “democrazia per sorteggio” (un gruppo di cittadini viene informato adeguatamente per decidere: come nel caso dei giudici popolari) e nel frattempo si affermano altre forme di pseudo democrazia mediate dalla televisione, da internet, dalle primarie… Forse l’unica parziale risposta consiste nel moltiplicarsi delle organizzazioni dal basso che offrano ai cittadini una risposta alla voglia di partecipare e di discutere che un tempo si esprimeva attraverso i partiti. Primarie. Mi spiegate per che cosa si vota?

What are we supposed to vote for, in the primary elections of the new Partito democratico? If the event is just the choice of the internal structure and of its leader, I will not vote because I do not belong to this Party; and in any case, if I decided to vote, I would choose Enrico Letta, the most courageous in renovating the programs of the Party. On the other hand, if the electors are called to choose the future candidate of the Centre Left coalition, somebody who might have a chance to beat Silvio Berlusconi, then I will think that going to the polls is my right and my duty; but in that case the only realistic choice would be to vote for Walter Veltroni. Se il voto alle primarie è una scelta di organi interni al Pd non voterò perché non mi riconosco nel nuovo partito e potrei aderirvi solo quando il suo giornale si chiamerà Unità d’Europa. Ma anche se votassi voterei Letta perché mi sembra il più deciso nel rinnovamento dei programmi e la miglior garanzia contro il fattore KK, i residui di cattocomunismo. Se invece si tratta della scelta del futuro leader da opporre Berlusconi, è mio dovere andare a votare e scegliere Veltroni, l’unico che può farcela… Read more…
Sabato mattina, alla Costituente Socialista…

The new Partito Socialista celebrated yesterday its rebirth with a meeting in which its leaders showed courage, ideas and good will. My relations with the Socialists have not been easy, in the past, but I am ready to place faith on the new initiative. I giornali non hanno dato conto dell’entusiasmo che si respirava alla Costituente Socialista. L’Auditorium della tecnica era strapieno, moltissimi i giovani, interessanti le proposte nelle assise che si sono definite come “le primarie delle idee”. Ecco cinque aspetti che ho apprezzato particolarmente. Il simbolo, con il coraggio di dare l’addio al garofano craxiano per adottare la rosa sul cerchio stellato del Partito Socialista Europeo. La capacità di cercare un punto di contatto costruttivo con uomini e storie diverse, anche al di là della diaspora socialista. La compostezza lucida di Boselli. Il discorso del presidente dei socialisti europei Rasmussen, che ha declinato senza imbarazzi il tema della flexicurity. La stella polare di un convinto laicismo, che pone comunque i socialisti a fianco di Pannella e della Bonino. Insomma, anche se ho subito in prima persona qualche prepotenza dei socialisti della Prima repubblica, credo che oggi si possa puntare sul nuovo partito. Read more…
Se il Belgio si divide l’Italia esplode

Italy like Belgium? In a recent comment on the Belgian crisis, The Economist wrote: “Sometimes it is right for a country to recognize that a job is done”. States are changing all over Europe, and secessions are not necessarily traumatic as they used to be. See Czechoslovakia. In Italy the North and the South are more and more apart, so a “divorce” becomes possible, even if it’s frightening for most of the population. La possibile secessione del Belgio rende più probabile anche una divisione dell’Italia. Non è una prospettiva auspicabile, anzi, sarebbe un disastro per molte regioni. Ma è tecnicamente più facile, oggi, sotto l’ombrello di Bruxelles e della moneta unica. E la voglia di divorzio potrebbe rafforzarsi anche tra gli imprenditori, perché oggi in economia non è più tanto importante disporre di un mercato unico nazionale, quanto piuttosto rispondere con un governo efficiente alle sfide della globalizzazione e all’aggressivo nazionalismo economico dei nuovi Paesi. Grillo apre la terza fase della comunicazione politica

There are four reasons behind Beppe Grillo’s V Day success, (“where V stands for a very rude Italian expletive”, explains the International Herald Tribune). Grillo is a very talented comedian; his proposals are very simple (probably too simple); people in Italy are really looking for an alternative to the actual political class; and he knows how to use the mix between virtual interactivity and real encounters of his fans. Probably thanks to him Italy is entering a new phase in the techniques of political communication, where controlling televisions or carrying busloads of people to demonstrate in Rome is not enough to have success. I rivoluzionari del senso civico

“Senso civico” means being concerned about the public good. It’s an attitude which in Italy is lacking, and this explains the weakness of our political system, in the left as in the right wing. From Michele Salvati to Beppe Grillo, columnists and bloggers discuss this point, without being able to find a solution. May be we should start froom the network of people who show “senso civico” in their everyday life. As “Una Città”, a not so well known monthly magazine published in Romagna, points out. Senza senso civico il Paese non cambia. Sul Corriere della Sera del 22 agosto, Michele Salvati denuncia la mancanza di cultura civica che unisce destra e sinistra e che è particolarmente grave nel Mezzogiorno. Read more…

Seen from Italy, all the traditional political instruments look crumbling. The United Nations cannot be reformed and cannot cope with the worst crises, the European Union is paralyzed after its enlargement and should start anew from a smaller group of nations, in this country the unity between a North and a South that are more and more different is difficult to maintain by a government who is loosing its credibility. Something should be done at all levels, to promote effective political institutions. But where do we start from? I see only one answer: from the network of people of good will who have the opportunity of talking to each other through the Net e who form a global public opinion. Che fare in quei quindici anni?

Facciamo un po’ di conti. Attualmente la speranza di vita alla nascita, in Italia, è di circa 80 anni, nella media tra i 77 degli uomini e gli 83 delle donne, e aumenta di circa un anno ogni cinque. Ma chi oggi ha già 60 anni può aspettarsi una vita residua di circa 23 anni, di cui una ventina in buona salute. Read more…
