Apocalittici e impiegati

Nowadays it’s difficult to find somebody who believes in a revolution that will put an end to the capitalistic system. However, many people think that the actual global system will collapse, because it’s not able to cope with the problems of the 21st century. This apocalyptic scenario is a nightmare and not a dream, because it would mean terrible conditions of life, much worse than today, for billions of people. But the economic, energy and environmental problems are so serious that we cannot take for granted the views of people who tell us that everything is under control. Between apocalypse and unjustified optimism, there is just a narrow road of governance and critical analysis. Nessuna persona di buon senso oggi crede in una rivoluzione che abbatta il sistema capitalistico, ma molti sono convinti che il capitalismo non sia in grado di risolvere i problemi economici, energetici e ambientali del 21° secolo. In realtà un collasso del sistema peggiorerebbe le condizioni di vita di miliardi di persone. D’altra parte, non possiamo accettare in modo acritico le professioni di fede di chi ci dice che tutto è sotto controllo. Insomma, tra l’apocalisse e l’ottimismo ingiustificato c’è una strada stretta fatta di analisi critica e di governance internazionale. Read more…
2008: un po’ d’ottimismo, nonostante il degrado

A few thoughts at the end of the year after some optimistic (and surprising, for some people) articles by il Sole 24 Ore. Italy is condemned to an inevitable decay? No. It’s true that the country is losing ground (even if politicians often deny it), but I am with the people who think that we can still invert the trend. To do it we need some faith in our possibilities, a change of the political system, but also the willingness to modify some of our personal attitudes versus the public good. Nessuno che sia in buona fede può negare che il Paese stia vivendo una fase di declino. Lo dicono le statistiche sul Prodotto interno lordo pro capite, sempre più in basso rispetto alla media europea, e molti indicatori sulla qualità dei servizi pubblici. Persino il Censis, che col suo ultimo rapporto ha voluto opporsi al declinismo, è stato costretto ad affidare le sue speranze a minoranze che emergono dalla poltiglia nella quale si è disfatto il Paese. Mi sembra anche innegabile che il declino rischi di trasformarsi in degrado, ma il realismo sullo stato del Paese non significa dare per scontato o crogiolarsi nel fatto che il Paese va alla malora. Bene ha fatto, dunque, il Sole 24 Ore a improntare all’ottimismo i suoi articoli di fine anno. Read more…
Bilal, che fare contro l’immigrazione clandestina?

“Bilal“, written by the Italian journalist Fabrizio Gatti, is the story of the people who through the Sahara try to come to Europe as illegal immigrants. You cannot read this book without asking yourself what to do against this terrible exploitation of people who are the best among the young generation of their countries. Illegal immigration has to be stopped, and information campaigns are important, specially if organized in the countries from where the migrants start. But we have to find ways to help families and young people to organize a decent living in their local communities. Che fare per fermare l’immigrazione clandestina? Non si può fare a meno di porsi questa domanda dopo aver letto Bilal, il libro del giornalista dell’Espresso Fabrizio Gatti che racconta il suo viaggio sui camion dei trafficanti di carne umana dai Paesi dell’Africa subsahariana attraverso il deserto fino alle coste del Mediterraneo. Anche se l’Africa migliorerà le sue prospettive economiche, come sembra che stia accadendo, il gap con l’Europa almeno per una generazione sarà tale da indurre milioni di giovani a sognare l’avventura. E’ importante comunicare nei Paesi d’origine la realtà di questa traffico, ma è anche importante aiutare a sviluppare attività economiche locali che diano ai giovani una speranza, senza che debbano partire per questa drammatica avventura. Beyond Gdp, ambientalisti ed economisti a confronto

The “Beyond Gdp” meeting in Brussels put together environmentalists and economists on the concept of sustainable development and the ways to measure it. The old Gross domestic product is not perfect, but instead of quarreling ideologically around it, it is much better to work together researching new measures of the human progress. But the task will not be easy: it requires acceptance by the politicians and capacity to use the new indicators for better policies. Il convegno “Beyond Gdp” (Oltre il Pil) a Bruxelles ha messo a confronto ambientalisti ed economisti, facendo registrare, forse per la prima volta, una certa convergenza sul concetto di sviluppo sostenibile e sulle modalità per misurarlo. E’ un progresso importante, ma ci vorrà tempo prima che i nuovi indicatori siano effettivamente condivisi e usati per promuovere politiche più efficaci. Read more…
La grande sfida della governance mondiale

We will not have a world government in the near future, but we can’t survive without a global governance: these are my conclusions after having been in charge of the journalists’ desk of the World Energy Congress, going through all the speeches and debates to produce with my team a hundred of press releases. We need global governance for a secure flow of oil, gas and electricity between different countries, for reducing the international speculation on energy prices, for the use of nuclear energy, for drafting a post Kyoto agreement acceptable to all and really useful for curbing the CO2 emissions, for all the consequences of the climate change. We need leaders with vision and courage and a great pressure from public opinion. Nel futuro prossimo non ci sarà un governo mondiale, ma non possiamo sopravvivere senza un quadro di accordi e di istituzioni che garantiscano una gestione condivisa dei grandi temi dell’energia e dell’ambiente. Sono arrivato a queste conclusioni dopo aver gestito il desk per giornalisti del World Energy Congress, lavorando su tutti gli interventi e i dibattiti. La governance globale è indispensabile per garantire la sicurezza degli approvvigionamenti, il contenimento delle speculazioni sui prezzi dell’energia, la crescita sicura del nucleare, un dopo Kyoto accettabile da tutti e davvero efficace nella riduzione delle emissioni di anidride carbonica, la gestione delle conseguenze inevitabili di cambiamenti di clima. Clima: il Sahara è la nostra speranza

A few things I’ve learnt from the Venice Forum, about the future of energy and climate change. Carbon dioxide emission must be taxed to promote energy saving. And we must invest much more in R&D, which can have promising results, especially in promoting solar energy. In the future, we will need to be strictly connected to Africa as we are now to Russia and the Middle East. But doing this we can only avoid the worst effects of climate change, because in any case in this century the temperature will go upwith important political consequences. Se in Italia ci fosse un Al Gore

The climate change is confirmed by recent reports. Something is happening: Al Gore started his campaign because he realized that this is the most important topic for humanity in the next decades; the European Council took important decisions; the Italian government announced a plan and committed a project to Pasquale Pistorio. But the issue is not really felt by the public opinion. Mettiamo insieme un po’ di fatti, pubblicati di recente. 1) Il Quarto Rapporto dell’International Panel on Climate Change (Ipcc), il gruppo di 2500 scienziati impegnati dall’Onu a studiare il cambiamento di clima, ci dice che la temperatura media della terra è già aumentata di un grado dal 1900 e aumenterà almeno di un altro grado entro il 2100. Sembra poco, ma l’analisi sugli effetti (in corso di pubblicazione, sempre a cura dellÃIpcc) rivela che è sufficiente per mettere in discussione le condizioni di vita di miliardi di persone.
